Why do upper-floor windows matter on a shopfront job?
Because the street reads the building as one thing. A shopfront that lines up with the windows above sits in its terrace; a new front under a row of mismatched upper windows looks bolted on. Councils assessing a shopfront often look up.
Does an Article 4 direction affect commercial windows?
Article 4 directions remove permitted development rights, and they are most often used for houses. A commercial building has fewer such rights to begin with, so window changes on it usually need permission anyway. Flats above shops are where it gets complicated — check the council’s Article 4 map for your street.
