Shopfronts and shutters in York
York’s Local Plan, adopted in February 2025, will not support solid or external see-through shutters in conservation areas or on heritage assets — with one exception, demountable open-mesh grilles.

In York the shutter rule is not in a guidance note but in the Local Plan itself, adopted on 27 February 2025. Policy D12 covers shopfronts, D13 advertisements and D14 security shutters, so the position carries full development-plan weight.
The plan notes that in the central historic core conservation area the survival of historic shopfronts is particularly high. It encourages replacing poor-quality shopfronts with well-designed ones, but says dilapidated shopfronts that matter to the building or area should be repaired rather than replaced.
Shutters and security

Internal see-through shutters will be considered where other security measures are shown to be inadequate and the need is justified.
