Leeds’ shop-front security note treats an external roller shutter as a last resort for exceptionally high-risk shops away from sensitive streets — and never acceptable on a listed building.

Leeds still publishes its shop-front security design aid, a guidance note from the council’s Department of Planning. It is a scanned leaflet with no date on it, so confirm with the council how much weight it carries today.
It is stricter than many newer documents in one respect: it names “prime shopping areas” alongside conservation areas and listed buildings as places where external grilles are generally unacceptable.
Shutters and security
External roller shutters, usually solid or lightly perforated, are acceptable only in exceptional circumstances — for example an exceptionally high-risk shop in a non-sensitive location.
